Understanding Your Bill
Your monthly bill comes from your local power distribution company, and is split into two parts: Delivery Service and Electric Supply.
- Delivery Service: These are the costs to maintain the electric grid and distribute electricity from its point of generation to your residence. The service is provided by the local distribution company for your service area (in this case, COMED or Ameren), and you will see specific charges from them. Costs associated with Delivery are generally not affected by your electric rate, and represent a standard, fixed cost.
- Electric Supply: This is the portion of your bill that varies with your electricity rate. Electric Supply costs include the cost to generate and supply the electricity you use, and are charged to you by an alternative retail electric company (like Think Energy) or your local electric distribution company if you are on default service.
Illinois Energy Deregulation
In 1997, Illinois moved to a competitive energy market, allowing alternative retail electric companies in Chicago and Illinois regions to compete for your business, and allowing customers to choose the electricity supplier offer that works best for them.

Maine Energy Restructuring Act
The Restructuring Act enacted in 1997 created competition for the generation portion of electricity bill by generation, supply, and distribution. Distribution Charge — Charges for the use of local wires, transformers, substations and other equipment used to deliver electricity to end-use consumers from the high voltage transmission lines. The Public Utility Commission regulates distribution prices and services.
Generation Changes –Charges for electricity supply that are set by the EGS you have chosen.
Pennsylvania’s Electricity Generation Customer Choice and Competition Act
In the fall of 1996, Pennsylvania enacted the Electricity Generation Customer Choice and Competition Act, which allows residences to shop for competitive rates on the generation portion of their electric bill. According to PennFuture, this act has helped lower electric rates in Pennsylvania significantly. For example, in 1996, Pennsylvania’s electric rates were 15 percent higher than the national average, and in 2006, they were 5 percent lower than the national average.

Your bill comes from your REP and is split into two parts: TDU Charges and Supply Charges.
- TDU Charges: These are the costs to maintain the Texas electric grid and deliver electricity from its point of generation to your residence. This service is provided by the TDU for your service area.
- Supply Charges: This portion of your bill covers the cost to generate the electricity you use and is charged to you by a REP (like Think Energy).

Texas Energy Deregulation
In January 2002, the Texas Legislature passed legislation which enabled deregulation of the Electricity Market which was phased in over several years.
Deregulation has allowed for approximately 85% of Texas electric consumers to receive their electricity service from a certified REP. To help decide on the plan that is best for you and compare REPs, an Electricity Facts Label (EFL) is provided for each plan. The EFL contains detailed information about the plan’s rates, fees, and contract terms.
